VICE PRESIDENT FINANCE

Scope and Purpose

The Vice President of Finance is responsible for development of the association's position on issues involving financing of health care services, including third party payment issues, utilization and data policy. This position also provides leadership on financial issues including analysis and guidance required by the Board of Directors, member hospitals and IHA senior management. These analyses require a comprehensive understanding of all aspects of health care finance including the ability to model a variety of payment methodologies that will be necessitated as national health policy is developed and implemented over time. The VP of Finance has responsibility for the accuracy of monthly, quarterly and annual financial statements and the primary responsibility for analysis and management interpretation of the financial results as they pertain to IHA operations. The VP of Finance oversees the duties of the accounting specialist.

Reports to the President.

Essential Functions

1. Provides expert analysis on third party payer issues including but not limited to hospital billing and reimbursement.

2. Researches, monitors and interprets current developments of hospital payment for services on state and national levels, including the modeling of proposed or new policies impact on Idaho hospitals. Coordinates research and comment development with VP, Governmental Relations on health policy issues related to hospital reimbursement and finances.

3. Represents and advocates for member hospitals with payers and other entities regarding all aspects of hospital finance including reimbursement, capital financing and other yet-to-be determined payment methodologies.

4. Represents the interests of member hospitals in the maximization of reimbursement, including the management of the Upper Payment Limit (UPL) / Hospital Assessment Act process through modeling and calculation methodologies.

5. Fosters and maintains positive working relationships with government, payer and other organizations which affect hospital financial management. These include but are not limited to, the Idaho Department of Health and Welfare including the Division of Medicaid, Medicare fiscal intermediaries, RAC and MIC contractors, the Idaho Department of Insurance, Idaho Health Facilities Authority, Idaho Industrial Commission, the State Insurance Fund and the national office and local chapter of the Healthcare Financial Management Association.

6. Identifies and responds to financial and other issues which affect the delivery of health care in small and rural hospitals to strengthen financial viability and determine the impact of alternative delivery systems.

7. Staff liaison to the IHA Finance Committee.

8. Represents and advocates for member hospitals in dealings with the county medically indigent program and the state Catastrophic Program board.

9. Coordinates data collection and assures quality of the IHA DATABANK Program and CompDATA program while performing analysis and interpretation of data collected.

10. Works through the American Hospital Association and other entities to develop modeling to determine impact of national health policy changes on member hospitals.

11. Utilizes external data sources, such as Dartmouth Atlas of Healthcare, to identify and analyze trends in Idaho.

12. Help member hospitals accurately report financial data to IHA's community benefit and social accountability reporting system.

13. Represents and assists member hospitals with issues involving Recovery Audit Contractor (RAC) and Medicaid Integrity Contractor (MIC) audits and tracking.

Other: Responsible for other projects as needed, including HIPAA member support.

Qualifications

Education/Experience:

Requires baccalaureate degree from accredited college or university in, accounting, finance, business or related field. Five years of hospital financial management experience or equivalent required. Database management experience preferred.

Skills and Abilities:

Requires excellent leadership, communication and analytical skills and the ability to develop and maintain rapport with senior hospital officials and staff. Strong computer skills required. Individual must be a self-starter with initiative and dedication to membership service.

Working Conditions:

This is a high level executive position. While the office hours are 8:00 a.m. to 5:00 p.m. Monday through Friday, the expectation of the position is to work the time it takes to get the job done, which is unlikely to be confined to the hours the office is open. It is a professional office environment with business attire as the dress code. Travel required to member hospitals, statewide and national meetings.

Level:

This is a full-time exempt position. Heavy use of independent judgment is required.
